Chapter 22 - The Bureaucrat's Wall

The Hale-Santos Foundation was expanding its reach, but progress rarely came without friction.

Roberto sat in the foundation’s sleek boardroom, his eyes narrowed as he stared across the polished table at Alderman Thomas Gregory, a local politician known for his bureaucratic obstinacy.

"Mr. Santos, I understand your foundation wants to expedite the permits for the new tactile playground in the city park," Alderman Gregory said smoothly, leaning back in his chair. "But the zoning commission requires a thorough environmental impact study, a traffic redirection proposal, and, frankly, a significant contribution to the city's general improvement fund."

Elena, sitting beside Roberto, tightened her jaw. It was a thinly veiled shakedown. The "general improvement fund" was notoriously used by politicians to finance their pet projects and re-election campaigns.

"Alderman Gregory," Roberto began, his voice dropping into the low, dangerous register he used to reserve for ruthless boardroom battles. "We are offering to build a state-of-the-art, fully accessible playground for children with disabilities, entirely funded by private money. We are asking for nothing from the city's tax revenue."

"Processes must be respected, Mr. Santos," the Alderman smirked.

Roberto leaned forward, lacing his fingers together. The old predator inside him woke up, but this time, it was leashed to a righteous cause.

"Let me be absolutely clear," Roberto stated coldly. "If those permits are not approved by Friday, I will hold a press conference on the steps of City Hall. I will bring every parent of a disabled child in this district, and I will publicly explain how your office is holding a playground hostage for a political bribe."

The Alderman’s smug smile instantly vanished, replaced by a pale, sweating panic.

"Now, Roberto, there is no need for threats," Gregory stammered.

"It is not a threat; it is a logistical certainty," Roberto replied smoothly, standing up from his chair. "I suggest you call the zoning commissioner immediately. Have a pleasant afternoon, Alderman."

As they walked out of the boardroom, Elena looked at Roberto with a mixture of awe and amusement.

"You really haven't lost your touch, have you?" she laughed softly.

"I just repurposed it," Roberto smiled, pressing the elevator button. "Some walls require a hammer, Elena. And I am very good at swinging it."
